The purpose of the State Pollutant Discharge Elimination System (SPDES) Program is to protect human Health and the environment. The SPDES permit program in the Department's Division of Water regulates municipal and industrial wastewater treatment facilities that discharge directly into navigable waters. 1. Wastewater treatment facilities (also called "point sources") are issued SPDES permits regulating their discharge. "Point sources" means discrete conveyances such as pipes or man made ditches. These facilities are municipal, industrial or larger private, commercial, institutional (ie. shopping malls, restaurants, hospitals, correctional facilities, trailer parks, etc) waste water treatment plants. 2. There is a one to many relationship for Facility to SPDES. There is a separate table of SPDES IDs which may be linked to the shapefile's attribute table by DEC_ID. 3. Currently there are 26 facilities in which there is no coordinate information for. The facilities were given coordinates of NYTMe = 0/NYTMn = 0
